A tank receipt from abroad is not yet a refund claim. In the case of foreign VAT on business trips, I would first check what amount is refundable according to the respective country rules. Only then should minimum amounts, deadlines and processing costs be on the table.

The short answer: a refund is economically worthwhile if the amount of tax expected to be refundable exceeds the full additional cost. The prerequisite remains an admissible application with suitable supporting documents. Hotel, fuel and toll are to be assessed separately. I would never add up these positions simply because there is a tax on all the receipts.

For whom is the foreign VAT refund eligible?

This article mainly looks at a company based in Germany with business trips to other EU countries. The Federal Central Office for Taxation describes an electronic application procedure via the BZStOnline Portal. the undertaking must be entitled to deduct VAT; the tax exemption for small businesses and certain other taxation situations may exclude participation. The application shall be forwarded to the State of refund.

In addition, the situation in the travel country must fit the procedure. A local branch or own sales can trigger a different VAT treatment. The European Commission explain the conditions and exceptions. A mere business trip and an ongoing business operation on site must therefore be examined separately.

In my view, this clarification should precede the collection of documents. Otherwise, time will be invested in an application whose procedure is already unclear. The submission via the BZSt rules Section 18g Sales Tax Act. It does not replace a decision of the foreign authority on the individual effort.

Tank receipts, hotel and toll need different tests

Tank vouchers: vehicle and use first

In the case of fuel, I would record the type of vehicle, type of drive and operational use as proof. The German treatment of a company car cannot simply be transferred to another country.

Austria shows the difference: The Austrian VAT Directive on the refund procedure refer to the exclusion of expenditure on non-deductible cars. This also applies to the operation of such vehicles. Exceptions and beneficiary categories of vehicles shall be examined separately. The BMF leads to a List of certain vehicles eligible for deduction. A foreign registration alone does not answer this question.

Hotel: Business travel does not automatically mean deduction right

In the case of a hotel bill, in addition to the operational event, the local deduction rules and the person who has stayed overnight also count. In France, expenditure on free accommodation for management and employees is generally excluded from the VAT deduction. Limited exceptions concern, for example, certain security personnel. This explains the French Financial Administration.

I would record overnight, breakfast, other benefits and local taxes separately. A total amount under the heading Hotel otherwise obscures which position was actually checked. A booking confirmation should also not be treated as a sufficient invoice without verification.

Toll: Determine tax amount and document type

In the case of tolls, I start with two questions: does the payment include sales tax at all and does the state in question allow it to be deducted under these circumstances? The French procedural instructions carry tolls as their own expenditure category. However, the category alone does not constitute a claim. The deduction rules of the refunding State remain decisive.

For preparation, I would keep track, date, vehicle and billing together. A charge on the credit card declares the payment, but not yet all tax required information.

What minimum amounts and deadlines apply within the EU?

For applications after: Directive 2008/9/EC, Articles 15 to 17, the following vertices apply:

  • For a period of at least three months and less than one calendar year, the minimum remuneration is 400 euros or the equivalent in national currency.
  • For a calendar year or its remaining remainder, the minimum remuneration is 50 euros or the equivalent in national currency.
  • The application must be submitted no later than 30. September of the following calendar year.

These limits refer to the VAT requested, not to the gross value of the travel documents. Amounts from different countries should be included in separate applications. A collection over several years does not replace a permitted refund period.

For expenditures from 2025, this is the 30. September 2026 is particularly relevant. I would finish the document check well before. Missing billing details, portal access and internal releases also take time.

The installations also deserve attention: France requires copies of invoices above certain net amounts in the electronic procedure and describes this in its Information for foreign companies. I would examine such requirements for each travel country before submitting them, instead of setting a single document rule for all countries.

My account: What is left after the effort?

The appropriate calculation model shall be a contribution margin calculation per country of refund and per period: estimated eligible input VAT less external processing costs, internal working time and other directly attributable costs. Unexplained positions remain visible separately.

For a service offer, I would clarify in writing basic price, minimum fee, possible success compensation and additional costs for queries. Equally important is whether fees also arise in the case of a rejection. Flat-rate market prices help little here; What matters is the specific offer.

In the case of own processing, document search, data collection, invoice adjustments and later administrative post belong to the era. In addition, I would treat an expected refund as available liquidity only after the actual receipt of payment.

Budapest Tools: My decision-making process before the application

  1. Clarification of procedures: have residency, VAT entitlement and activity in the country of travel technically checked.
  2. Split supporting documents: Order by country, year, vehicle and type of expenditure. Mark incomplete bills.
  3. Restrict entitlement: apply national rules to fuel, accommodation and tolls. Exclusions not included in the expected refund.
  4. Economic efficiency: Compare the remaining amount with all additional costs and check the minimum compensation.
  5. Determine responsibility: Determine responsibility for submission, acknowledgement of receipt, queries and control of payments.

This order fits my Methodology for preparation and coordination: First of all, it must be clear what should be examined and who is responsible for it. For returning trips abroad, I would specify the necessary document information before the next departure.

Where the general orientation ends

Other procedures apply to travel outside the EU. According to the BZSt, the reimbursement must be requested directly in the state concerned. The described European deadlines and minimum amounts should therefore not be transferred to Switzerland or Great Britain unchecked.

I am neither a lawyer nor a tax consultant. My role is preparation and coordination; the assessment of the specific refund entitlement belongs to licensed tax consultants or other authorised professionals. More about my background is on the page Norbert Péter.

My starting point remains: travel documents deserve an orderly examination. An application makes sense if the claim, documents, deadline and effort go together.
